Technikfolgen-Abschätzung
Der für ein Handbuch zum Umweltrecht verfaßte Artikel resümiert in seinem ersten Teil wichtige konzeptionelle und methodische Elemente der Technikfolgen-Abschätzung (TA). Aufgezeigt wird dabei, daß politische Problemwahrnehmungen im Zusammenhang mit Gestaltungsfragen des technischen Wandels die konzeptionelle Ausrichtung der Technikfolgen- Abschätzung insbesondere in der Phase ihrer Einführung stark mitprägten. Da die Aufgaben der Technikfolgen-Abschätzung, wie sie anfänglich speziell in den Vereinigten Staaten verstanden wurden, sich auf den Wissens- und Handlungsbedarf politischer Akteure und Institutionen bezogen, spielt die Wissenschaft nur unter Aspekten der Informationsbereitstellung und -aufbereitung eine Rolle; eine eigene Methodologie und paradigmatisch verankerte Forschungskonzeption der Technikfolgen-Abschätzung konnte sich unter diesen Voraussetzungen nicht entwickeln. Erst allmählich rückte im Zusammenhang mit der internationalen Ausweitung der TA-Diskussion über die USA hinaus der spezielle Beitrag der Wissenschaften bei Prozessen der Technikfolgen- Abschätzung in das Zentrum der Diskussion um dieses Beratungsinstrument. Dies geschah vor allem auch unter der Erfahrung, daß nationale Wissenschafts- und Forschungsstrukturen wichtige Kontextfaktoren bei Versuchen darstellen, die Technikfolgen-Abschätzung auf verschiedenen gesellschaftlichen und politischen Entscheidungsebenen institutionell zu verankern. Die hierauf bezogene Diskussion, die sich gerade auch in der Bundesrepublik Deutschland immer wieder an der beim amerikanischen Kongreß geschaffenen Einrichtung des Office of Technology Assessment orientierte, wird im zweiten Teil des Beitrages kurz nachgezeichnet.
