The Concept of Macro-Micro Transitions in Interpretation of Modern Lobbying Activity
Modern process of political-managerial interaction is a complex phenomenon. This complexity is determined by different approach to studying of stimuli to political behavior. Micro approach to a firm focuses on internal motives lying in the foundation of lobbying activity, which organization can analyze and define. However, influence of external factors existing beyond the firm’s operations and often beyond its control can be also considered as important impetus to lobbyism. External pressure occurs from various directions and at different levels of interaction of organization with the state, sometimes has a nonlinear character, depending on the structure of organization, industry and the system of state bodies. Thus, the concept of macro-micro transitions possesses significant analytical potential in interpretation, firstly, of the political behavior of business organizations acting as subjects of lobbying. Moreover, it helps to analyze the general mechanism of conversion of individual-group interests into the common interests at upper level. Depending on the structure of external environment and the structure of the organization itself, several alternatives of macro-micro transitions from one level of political activity to another can be found. Such approach also reveals the previously not studied phenomenon of inversion in the process of development and implementation of GR-management strategy. Inversion can be understood as the gradual transition from the status of economic object, experiencing the influence of factors of external environment to the status of political subject, capable of exerting influence on external environment
