The Evolution of the Russian Pension System Under Economic Crisis Conditions
One of the consequences of the crisis in August-September 1998 in Russia was a drastic decline in state revenues in real terms, caused, on the one hand, by the economic recession, and, on the other, by the deterioration in tax collectibility. Pension reform will have to be carried out not under conditions of an increase in pension expenditures, as was proposed by the Program of Pension Reform approved by the government in May 1998, but [under conditions of] their significant real decrease. According to data from the Russian Statistical Agency (RSA), the average size of the designated monthly pension in the first half of 1999 declined by 51 percent in real terms compared to the analogous prior-year period, and was just 67.8 percent of the minimum retirement subsistence level.>sup>1>/sup>
