The Field of Nature Management Should Become a Polygon for Implementation of Institutes of Public and Private Partnership
Recently, the management and the scientific communities began to more actively express opinions on the need to introduce the institutions of public-private partnership in the individual segments of the national economy. The uniqueness of this form of business is that the state, without losing ownership of the liquid, but not always attractive investment objects, promotes free enterprise capital. But, unfortunately, the major part of business entities in various sectors of the national economy is already in private ownership, and to implement the system of relations based on partnership between the state and business structures, is possible only in those sectors of the economic system, which are still in a state or municipal property. Firstly, the field of nature management requires introduction of the institute of public-private partnership (which includes several major sectorial components: the use of mineral resources, land use, forestry, water management) as the predominant part of natural resources, environmental infrastructure owned by the state and require a significant amount of investment resources the current owner is unable to fund. There is a dilemma: how to maintain natural and natural-economic facilities in state ownership, while ensuring the flow of substantial amounts of investment capital? The solution to such a dilemma is in the plane of the Law of Ukraine «On public-private partnership» and in a positive frame of international experience on the creation of public-private partnerships on the use of certain types of natural resources.
