The countries of Latin America and the Caribbean (LAC) are on the verge of a paradigm shift. Just a few short years ago, the region's name was blemished by its associations with "the debt crisis," "volatility," and "fiscal adjustment." Yet, in the present day, many of the region's countries have become examples of fiscal discipline in a way previously unthinkable. Without becoming complacent, LAC today has the opportunity to consolidate its gains and to form part of the modern debate about better fiscal institutions, about fiscal institutions with future vision, about the fiscal institutions of tomorrow. How can fiscal policy contribute to macroeconomic stability? What is the best way to allocate the State's scarce resources? How can public management be equipped to inform better policy making? And, further still, how can fiscal institutions promote private sector productivity and development?Abstract: Os países da América Latina e do Caribe (ALC) estão prontos para uma mudança de paradigma. Há alguns anos, o nome da região estava manchado devido às associações com a "crise da dívida", a "volatilidade" e o "ajuste fiscal". Nos dias de hoje, vários desses países se converteram em exemplos de disciplina fiscal impensáveis anteriormente. Sem cair na complacência, a região tem hoje a oportunidade de consolidar seus ganhos e tomar parte do debate moderno sobre as melhores instituições fiscais, as instituições fiscais com visão de futuro, as instituições fiscais de amanhã. Como contribuir para a estabilidade macroeconômica através da política fiscal? Qual é a melhor maneira de alocar os sempre escassos recursos do Estado? Como instrumentalizar a gestão pública da maneira mais eficiente possível? E, além disso, como as instituições fiscais podem promover a produtividade e o desenvolvimento do setor privado?
