The Impact of Enlargements on the Duration of Decision-Making in the European Union

This paper presents a quantitative empirical study of the impact of EU enlargements in 1995 and 2004 on the speed of the decision-making process (legislative process). We use two methods: interrupted time series analysis and survival analysis (the Cox model). The conclusion that the 2004 enlargement did not entail to a deceleration of the EU legislative process is of fundamental importance for understanding the specifics of the EU functioning
