The Impact of Horizontal Eco-Compensation Policy for Transboundary Watersheds Under Two-Way Compensation in China
Transboundary horizontal eco-compensation in the river basin, as an innovation of ecological civilization, has realized the transformation of one-way to two-way compensation in China. This study constructed a tripartite evolutionary game model of two-way eco-compensation. Combined with cases of transboundary horizontal eco-compensation policies in China during 2006–2018, this study utilized time-varying difference-in-differences to estimate the effectiveness of water pollution governance, and used city-level data to verify the incentive impact of transboundary horizontal eco-compensation policies on water pollution control. Here, this study also matched the position of state-controlled monitoring stations to their administrative districts and improved water pollution data from these stations to further assess policies. The results show that transboundary horizontal eco-compensation effectively reduces the scope of industrial wastewater discharges and water pollution; this effect is more obvious upstream than it is downstream. However, urban sewage treatment, agricultural non-point source pollution, and lake water quality and eutrophication were not significantly affected. Therefore, in addition to horizontal coordinated supervision of upstream and downstream, vertical central governmental inspections are crucial for effectively stimulating and guaranteeing horizontal collaborative governance between upstream and downstream local governments. These results provide strong empirical evidence for further expanding horizontal eco-compensation among jurisdictions and throughout river basins
