The Impact of International Cooperation on Rural Producer Organizations: Case Study of a Dairy Association in Bolivia
Bolivia is one of the largest developing countries inSouth America that has been received the aid from theinternational cooperation since the seventies. Manyprogrammes and projects were implemented across theterritories of the country in the aim to reduce the poverty.However, the experiences claim that despite of some importantresults obtained, the international cooperation is one of themain actors responsible for the external dependence on theterritories and their commitment to build up a sustainablemodel of rural development that can overcome the problem ofpoverty fails. At the same time, it is demonstrated that themost successful experiences of local producers’ organizationsare heavily depended on the external aid showing theeconomical fragility on local organizations to face the marketcompetence without the external aid. This research, based onSamaritan’s dilemma behaviour in the powerful organization,tries to answer how the rural producer organizationperformance is influenced by international cooperation? Thisinvestigation focuses on the analysis of the patterns ofinteractions of both organizations. The case study considers adairy farming association in the country that was funded foralmost 15 years and their economical sustainability remainsvulnerable despite the efforts bring to make the organizationcompetitive. The main results remark that the unequaldistribution of power in both organizations is one of the factorsthat cause the strong influence of the international cooperationon rural producers’ organizations, and consequently theinternational cooperation is co-responsible in the externaldependence on the local organization, as well as, to beresponsible of the influence on the cultural factors in thecommunity.
