The New Challenges for the Public Regulator : The Local Agencies for the Public Services: The Italian Case

The work aims to analyse and evaluate the local regulatory agencies' effectiveness in affecting the local political decision making process. A series of ratios were computed on the basis of monitoring and reporting activities to the local political institution, performed by the two main Italian local agencies: Rome and Turin. As expected, the results are quite controversial, and this is essentially because the same subject (the Local institution) plays the role of provider and regulator at the same time
