The Royal Commission on Corporate Concentration Revisited
The paper reviews the substance and proposals of the Canadian Royal Commission on Corporate Concentration. Since there are indications that the federal government is about to make a fifth set of proposals since the revision process of the Combines Investigation Act began in 1968, an extensive background study is particularly timely. The paper concludes that the Commission's Report avoided the relevant issues, adduced irrelevant or incorrect evidence, was inconsistent, and provided less than adequate recommendations.
