The Use of the Balance Method in Economic Planning
The 22nd Congress of the CPSU and the new Party Program which it adopted contemplate the simultaneous solution of such major economic problems as the creation of the material and technical basis of a communist society, the attainment in the USSR of the world's highest living standards, and the achievement of the largest per capita output of the major types of industrial and agricultural products. The simultaneous realization of these aims of world historic significance within the shortest possible period, the next 20 years, requires a radical improvement in the methods of planning.
