How tough is enough? - In the battle to become Asia's leading financial centre, Singapore regulators' tough, autocratic, sometimes-arbitrary style has been a mixed blessing. Forex and derivative trading thrives; creativity is missing. Previously liberal Hong Kong has toughened up too on rat trading. Supervising Chinese newcomers won't be so easy.
