Towards a European telecommunications community : Implementing the green paper

June 1988 marks the anniversary of the publication by the European Commission of its Green Paper on the development of a common market for telecommunications. This article discusses some of the problems involved in the harmonization of European policies regarding telecommunications, and reports action planned by the Commission to ensure the completion of the internal market in telecoms by 1992.
