Le traiettorie evolutive delle politiche abitative per i poveri e la città informale nel sud del mondo : una rassegna non-diacronica (Evolutionary Trajectories of International Housing Policies for the Informal City and the Urban Poor: A Non-Diachronic Review)
Italian Abstract: Il testo presenta una rassegna non diacronica delle principali politiche per la casa rivolte agli insediamenti informali e ai poveri nelle città del Sud del mondo, che sono state promosse a partire dal secondo dopoguerra dalle principali agenzie internazionali (in particolare, World Bank e UN-Habitat). La letteratura internazionale propone solitamente una scansione di tali politiche articolata in tre stagioni successive: laissez-faire, auto-costruzione assistita [aided self-help], mettere-in-grado-di-fare [enablement]. Tale scansione è sicuramente utile per cogliere l'evoluzione complessiva dell'approccio al tema dell'informalità e della povertà urbana nel corso dei decenni; tuttavia, per affinare l'analisi, in questo testo di propone di completare il quadro con una “dissezione” di queste politiche non di tipo diacronico, bensì di tipo “sostantivo”. L'obiettivo di tale dissezione è quello di evidenziare i differenti ingredienti che hanno caratterizzato le diverse stagioni (in termini di contenuti, caratteristiche processuali, destinatari) per mettere in evidenza di ciascuno le principali traiettorie evolutive
