Transferências Sociais: Incentivos e Desincentivos à Inserção no Mercado de Trabalho e à Geração de Renda
Ao longo da última década e meia, os Programas de Transferência Condicionada (PTCs) de renda ? em conjunto com outros programas não contributivos de proteção social, como as pensões sociais ? tornaram-se a principal porta de entrada para os sistemas de proteção social para as populações pobres e vulneráveis da América Latina e do Caribe, que, por muito tempo, permaneceram excluídas de qualquer benefício de proteção social. Hoje, os PTCs cobrem 127 milhões de pessoas ou 21 por cento da população da região. Em vários países ? inclusive no Brasil e no México ?, estes programas, que concedem às famílias uma transferência de renda, com a condição de que cumpram com compromissos específicos visando à melhoria de suas capacidades humanas, têm contribuído, significativamente, para a redução da pobreza e da desigualdade.
