Transition to Cooking with Lpg in Rural Households of India : A Cost-Benefit Analysis
Solid fuel use for cooking is rampant in rural households of developing countries and in India, more than half of the rural households still depend on solid fuels as their primary cooking energy source. This is the major source of indoor air pollution in rural homes leading to about 61 thousand deaths and more than 2 crore DALYs in the country every year. LPG is a clean, convenient, and efficient energy source that can replace solid fuels and improve the indoor air pollution as well as the health and living standards of the rural population. This paper finds that an LPG intervention, that can make all rural households switch to cooking with LPG only by 2030, is not only a socially beneficial intervention but even at the private level, the benefits accruing to a household surpass the cost to be borne for purchasing 12 LPG cylinders in a year. When considering subsidy intervention, the social cost-benefit analysis shows a subsidy to all households on their purchase of LPG gives higher benefits to the rural society and even at the household level, makes a stronger case for transition to LPG for cooking
