Transitioning to a One Water Paradigm in Developing Countries : An Institutional Framework to Implement Distributed Recycled Water Systems

Water utilities face several challenges in the transition to One Water paradigm of water management. A lack of systems thinking and long-standing conventional water management is slowing progress. Distributed recycled water systems (DRWSs) as part of One Water can reduce the demand for freshwater, build resilience, and reduce the energy intensity of urban water service systems if designed appropriately. This article investigates the socio-institutional challenges of transitioning to DRWSs in a developing country and sets out an institutional framework to overcome those challenges.
