Trassenpreise, InfraCard und Kostendeckung : diskriminierungsfreier Zugang zum Schienennetz der Deutschen Bahn AG

Der Beitrag untersucht die Auswirkungen des aktuellen Trassenpreissystems der DB Netz AG (TPS`98), welches im Herbst 1999 zum Gegenstand eines Prüfverfahrens beim Bundeskartellamt wurde, auf den Bahnsektor. Die Analyse der Auswirkungen der Tarifstruktur des TPS`98 zeigt, dass das gegenwärtige Preissystem einem aktiven Wettbewerb zwischen Bahnverkehrsunternehmen entgegensteht, weil mit der fixen Preiskomponente der "InfraCard" ein natürliches Monopol auf der Serviceebene geschaffen wird. Eine endogene Preisbindung der InfraCard, um negative Preiswirkungen zu verhindern oder nicht-lineare Tarife für eine verbesserte Auslastung der Infrastruktur würden einen Wettbewerb zwischen Bahnverkehrsunternehmen fördern.
