Umgang von Unternehmen mit Überflutungsrisiken
Flutereignisse als Folge von Extremwetter haben negative Folgen für Unternehmen und die regionale Wirtschaft. Die hohen Staatshilfen für unversicherte Schäden durch die Flutkatastrophe im Juli 2021 in Deutschland führten zu einer Diskussion über die richtige Risikoaufteilung zwischen Staat und privaten Akteuren. Um einzuschätzen, wie Unternehmen mit Überflutungsrisiken umgehen und wie sie die Rolle des Staats bzw. potenzielle Politikmaßnahmen bewerten, wurde im Rahmen des KARE-Projekts 2021/2022 eine Umfrage unter etwa 600 Unternehmen (in einer 2021 nicht betroffenen, aber risikoreichen Region) durchgeführt. Der Großteil der befragten Unternehmen ist gegen Elementarschäden versichert. Ob Unternehmen im Fall einer Überflutung mit Staatshilfen rechnen, steht in keinem signifikanten Zusammenhang mit ihrem Versicherungsstatus, sondern scheint eher allgemeine Überzeugungen zur relativen Verantwortung von Staat und Unternehmen widerzuspiegeln. Die Bewertung einer Pflichtversicherung wird sowohl vom Versicherungsstatus als auch den Staatshilfeerwartungen der Unternehmen beeinflusst
