Universal service and innovation in telecommunication services: Fostering linked goals through regulatory policy
This article reviews national regulatory policies that bear on the goals of universal service and of innovation in basic telecommunication services, primarily voice telephony. It summarizes a report commissioned by the International Telecommunication Union (ITU) in connection with its Regulatory Colloquium programme. It analyses experience in numerous countries, and assesses some advantages and disadvantages of alternative policies.
