The Islamic Republic of Iran put forth the objectives of securing equity and justice and achieving "the economic independence of the society". In order to realize these goals, a five-year development plan (1983/84 through 1987/88) was proposed reflecting upon the four years of confusion following the revolution, and another plan (1988/89 through 1993/94) was implemented after the Iran-Iraq War (henceforth the "new development plan"). The author discusses the problems pertaining to the urbanization ingredient of the new development plan. (DÜI-Sen)
