Urgent Problems of Social Planning
In the decisions of the Twenty-Fourth Congress of the Communist Party of the Soviet Union, questions pertaining to the social development of Soviet society and to raising the people's living standard occupy a central place both directly in determining the directions of future growth of socialist production and in regard to improving management and planning. In accordance with the highest goal of the economic policy of the Communist Party and the country's growing potential, the congress proclaimed the task of securing a significant improvement in the people's well-being to be the main task of the Ninth Five-Year Plan and at the same time noted that the policy of improving the life of the Soviet people will determine the orientation of the economic development of the USSR in the extended future as well. As L. I. Brezhnev, secretary general of the Central Committee of the CPSU, emphasized in his preelection speech of June 14, 1974, "this basic aim of the Party will be strictly maintained." Discussing the general plan for the national economy in 1976-90 and the Tenth Five-Year Plan, which are presently being elaborated in our country, L.I.
