Verschuldungsbedarf und Sparüberschuss
Seit den letzten Jahren des vorigen Jahrhunderts ist nicht bloß in den wohlhabenden Industriestaaten sondern auch weltweit ein Überschuss des gewünschten Sparens über den Investitionsbedarf entstanden. Die Suche nach Anlagemöglichkeiten, drückte die Zinssätze, löste Kapitalmarktblasen aus und führte zu einem rezessiven Anpassungsmechanismus, der via gedrückte Löhne und Arbeitslosigkeit die Sparfähigkeit an den Bedarf an Ersparnissen anpasste. Die problematische Spanne zwischen Ersparnissen und Anlagebedarf wurde seit der Finanzkrise durch die Bemühungen eines Abbaus der Staatsschulden massiv verschärft. Die Analyse zeigte, dass wenig Hoffnung auf eine selbsttätige Schließung der Lücke durch höhere Unternehmensinvestitionen oder sinkende Sparneigung besteht. Auch der Einfluss der Wirtschaftspolitik auf private Spar- und Investitionstätigkeit sollte nicht überschätzt werden. Der Königsweg zur Schließung der Lücke wären öffentliche Investitionen in materielle und immaterielle Infrastruktur, die zugleich auch beschäftigungs- und wohlstandsfördernd wirkten; gegen sie spricht jedoch die weitverbreitete Aversion gegen Staatsschulden. Es gilt daher, entweder die Aversion gegen Staatsverschuldung, jedenfalls zum Zweck produktiver Investitionen, abzubauen oder andere Wege zur Finanzierung dieser Investitionen aus den privaten Ersparnissen zu finden.
