Vertrauen und die Akzeptanz von Reformen
Die Anpassungsfähigkeit, mit der verschiedene Industriestaaten dem demographischen Wandel und den Anforderungen der Globalisierung begegnen, unterscheidet sich deutlich. Ländern, die frühzeitig ihre Arbeitsmärkte, ihre Steuer- und Sozialversicherungssysteme reformieren, stehen Staaten gegenüber, die sich mit Reformen schwer tun und wenn überhaupt nur langsam reagieren. Die Ursachen für diese Unterschiede im Reformtempo sind bis heute kaum erforscht. In diesem Beitrag wird die mögliche Rolle des Vertrauens in diesem Zusammenhang beleuchtet. Theoretische Überlegungen sprechen dafür, dass Reformwiderstände leichter überwindbar sind, wenn Menschen ihren Mitmenschen, aber auch den Institutionen und politischen Akteuren ihres Landes mit einer vertrauensvollen Grundeinstellung begegnen. Die hier präsentierte Empirie stützt die Hypothese, dass unterschiedliches Vertrauen internationale Unterschiede im Reformtempo zum Teil erklären kann.
