Vieillissement et protection sociale : Comparaison de six pays de l'Union européenne
Les politiques sociales restent, au plan européen, du ressort de chaque pays, sans réelle volonté d’harmonisation. Les problèmes rencontrés par chaque État sont cependant similaires sur de nombreux points. En particulier, la chronique des évènements démographiques est suffisamment semblable d’un pays à l’autre pour que la question du vieillissement se pose sans exception dans tous les pays. C’est le problème des retraites qui suscite le plus d’attention, et des réformes ont eu lieu ou sont préparées dans la plupart des pays. Nous avons voulu mesurer, au travers de la comparaison de six pays européens, d’une part si le vieillissement démographique affectait tous les pays avec la même ampleur et le même calendrier ; d’autre part si les charges liées au financement des systèmes de protection sociale en l’absence de réforme institutionnelle augmentaient dans les mêmes proportions pour tous les pays (...).
