Vom Wert der Blase – Die Funktion der Spekulation in der Marktwirtschaft / On the Value of Bubbles – The Function of Speculation for a Market Order
Zusammenfassung Preisdestabilisierende Spekulationsblasen haben in einer freien Gesellschaft wichtige Funktionen: Sie ersetzen die fehlende Spekulation eines rationalen wissenschaftlichen Erkenntnisprozesses. Sie beschleunigen den kulturellen Selektions- und Anpassungsprozess und lösen einen Lernprozess der Marktteilnehmer im Umgang mit den Risiken einer Marktwirtschaft aus. Die fehlende gesellschaftliche Akzeptanz von Spekulationsgewinnen entsteht, weil weder Wert noch Verdienst des Spekulanten unmittelbar beobachtbar sind. Glück und Zufall werden zudem nicht als moralisch neutral bewertet. Da eine Verhinderung der Spekulation weder möglich noch wünschenswert erscheint, sollte der Gesetzgeber eine Marktordnung erlassen, die Spekulation uneingeschränkt zulässt, aber verhindert, dass das Marktsystem insgesamt durch die gesellschaftlichen und politischen Reaktionen auf Spekulationsblasen gefährdet wird.
