Von der Finanzkrise zur Weltwirtschaftskrise (I)
Die Weltwirtschaft befindet sich in einer der dramatischsten Episoden ihrer jüngsten Geschichte. Die weltweite Produktion von Gütern und Dienstleistungen verzeichnet einen Einbruch in einem seit der Weltwirtschaftskrise 1929/30 nicht gekannten Ausmaß. Aber neben diesen ökonomischen Effekten markiert die aktuelle Krise auch eine Zäsur, die das Verständnis des Marktsystems verändert. Wie schon nach der Weltwirtschaftskrise in den dreißiger Jahren tritt nunmehr die stabilisierende Rolle des Staates in den Vordergrund. Viele Wurzeln der Krise, die zunehmende Ungleichheit der Einkommen, die außenwirtschaftlichen Ungleichgewichte und die fehlende Regulierung im Bankensektor können erst auf längere Sicht beseitigt werden. Auf kurze Sicht ist erforderlich, dass schnellstmöglich Strukturreformen im Bankensektor vorgenommen werden, die einerseits die Banken von ihren Problemaktiva entlasten, sie andererseits aber an der Fortsetzung ihrer bisherigen destabilisierenden Praxis hindern. Die Geldpolitik muss rasch auf eine energische Anti-Deflationspolitik einschwenken, das heißt Null-Zinsen auf der einen Seite und Aufkauf von Wertpapieren auf der anderen Seite, bis die Deflationsgefahr gebannt ist. Die Finanzpolitik muss ein drittes Konjunkturpaket auflegen, das international koordiniert sein sollte und mit langfristigen politischen Zielen verbunden sein muss.
