Was ist und wozu betreibt man Technikfolgen-Abschätzung?
In den letzten beiden Jahrzehnten sind die negativen Folgen der Technikentwicklung zunehmend augenfälliger geworden. Die wissenschaftlichen als auch politischen Diskussionen über den Umgang mit Technik, die in dieser Zeit weite Kreise gezogen haben, drehen sich immer häufiger um den Begriff der Technikfolgen-Abschätzung. Die vorliegende Studie zeigt auf, daß die gesellschaftlichen Folgen der Technikentwicklung schon in den zwanziger Jahren dieses Jahrhunderts ein wichtiges politisches Thema waren und dies seit Beginn der siebziger Jahre in noch verstärktem Maße wieder sind. Die Technikfolgen-Abschätzung als Instrument der Bestimmung und Bewertung zukünftiger Technikfolgen und als Instrument politikbezogener Beratung ebenso wie die bisher zur Anwendung gekommenen sozialwissenschaftlichen Methoden werden einer kritischen Betrachtung unterzogen. Die internationalen Erfahrungen mit den konkreten Formen der Technikfolgen-Abschätzung in der Praxis sowohl auf Unternehmensebene als auch auf staatlicher Ebene werden herangezogen und mit den bundesdeutschen Erfahrungen kontrastiert. Hieraus werden einige weiterführende Vorschläge für die institutionelle Ausgestaltung von Technikfolgen-Abschätzung, auch im Hinblick auf die Effektivierung der Politikberatung, entwickelt.
