Was würde eine andere Finanzierung der Arbeitsmarktpolitik bringen? Simulation von Alternativen mit einem ökonometrischen Modell
Die Finanzierung der aktiven Arbeitsmarktpolitik hat den Haushalt der BA in den letzten zehn Jahren beträchtlich belastet und eine Senkung des Beitragssatzes verhindert. In dem Beitrag werden mit einem ökonometrischen Simulationsmodell, das volkswirtschaftliche Zusammenhänge berücksichtigt, Richtung und Größenordnung gesamtwirtschaftlicher Wirkungen unterschiedlicher Finanzierungsalternativen (Kreditfinanzierung, höhere Mehrwertsteuer, höherer Solidaritätszuschlag) analysiert, insbesondere im Hinblick auf Beschäftigung und Arbeitslosigkeit. In fast allen Szenarien sind die Lohnstückkosten im Durchschnitt des gesamten Zeitraums niedriger als im Referenzszenario, weil Arbeit durch den geringeren Beitragssatz billiger wird. Per Saldo - bei Gegenrechnung der negativen Effekte, die sich aus der jeweiligen Finanzierung ergeben - bleiben unter der Strich unterschiedlich große, aber durchweg positive Arbeitsmarkteffekte übrig.
