Was zu tun ist: AGENDA für mehr Beschäftigung in Deutschland
Das Institut für Arbeitsmarkt- und Berufsforschung sieht sich aus seiner Verantwortung als Forschungseinrichtung der Bundesanstalt für Arbeit verpflichtet, unmittelbar am Beginn der 14. Legislaturperiode des Deutschen Bundestages den Handlungsbedarf und die Handlungsmöglichkeiten für mehr Beschäftigung und für die Überwindung der Arbeitslosigkeit aufzuzeigen. Das IAB geht dabei von seinem bereits 1996 vorgestellten Strategiebündel aus (vgl. IAB-Kurzbericht Nr. 7/1996 und IAB-Werkstattbericht Nr. 5/1996). Mit der 'AGENDA für mehr Beschäftigung' werden darüber hinaus aufeinander abgestimmte Strategien sowie Handlungsmöglichkeiten globaler Beschäftigungspolitik und aktiver Arbeitsmarktpolitik gebündelt. Auf mittlere Sicht (von 4-5 Jahren) lassen sie eine entscheidende Verminderung der Arbeitslosigkeit erwarten und tragen zur nachhaltigen Sicherung eines hohen Beschäftigungsstandes bei. Die AGENDA konzentriert sich auf die im IAB bearbeiteten Problem- und Handlungsfelder und ist in zwölf Punkten zusammengefaßt, ohne den Anspruch auf Vollständigkeit oder gar auf Endgültigkeit gegenüber der politischen Willensbildung zu erheben. Im IAB-Werkstattbericht Nr. 10/1998 wird dieses Aktionsprogramm in seinen Einzelbereichen und Teilaspekten ausführlicher begründet und erläutert.
