Wechselkursbindung in Entwicklungsländern: Eine optimale Anpassungsstrategie an flexible Wechselkurse?
Wechselkursbindung in Entwicklungsländern Gebundene Wechselkurse sind das in Entwicklungsländern noch immer am stärksten verbreitete Wechselkurssystem. Eine relativ neue wechselkurspolitische Praxis, die Bindung des Kurses an einen Währungskorb, gewinnt dabei an Verbreitung. Im vorliegenden Beitrag wird untersucht, wie sich eine solche Währungskorb-Bindung auf eine nicht-diversifizierte, Primärgüter exportierende Entwicklungsland-Volkswirtschaft auswirken kann, deren Haupthandelspartner Industrieländer mit frei schwankenden Wechselkursen sind. Dabei muß zwischen Wechselkursfluktuationen, die der Kaufkraftparitätentheorie folgen (konstante reale Wechselkurse der Industrieländer), und Wechselkursbewegungen, die von der Kaufkraftparität abweichen (reale Wechselkursschwankungen in Industrieländern), unterschieden werden, wenn die Frage geprüft wird, ob durch Währungskorb-Bindung ein optimales Wechselkurssystem konstruiert werden kann, welches das Entwicklungsland wirksam gegen die Auswirkungen des Floating von Drittwährungen abzuschirmen vermag. Es wird nachgewiesen, daß nur bei konstanten realen Wechselkursen der industrialisierten Handelspartner Einzelwährungsbindung an die stabilste Währung einer Währungskorb-Bindung überlegen ist. Hingegen wird bei schwankenden realen Wechselkursen die Währungskorb-Bindung bestimmte Ziele wirksamer sichern können als Einzelwährungsbindung. Jedoch treten dabei Konflikte mit anderen Zielen auf, die durch spezifische Umgestaltungen der Währungskorbkonstruktionen auch nicht aufgelöst werden können.
