Wege zu mehr Beschäftigung: Der Arbeitsmarkt braucht auch eine starke Binnennachfrage
In den letzten Jahren wurde verstärkt auf Strukturreformen gesetzt. Die Nachfrageseite wurde dabei vernachlässigt. Bei schwacher wirtschaftlicher Dynamik können die begonnenen Strukturreformen und die praktizierte Lohnzurückhaltung aber nicht die erforderlichen Beschäftigungserfolge erzielen, d.h. in der momentanen Situation reicht eine Verbesserung der Angebotsbedingungen allein nicht. Die Fiskalpolitik wirkte im Ganzen eher pro- als antizyklisch: Der Effekt der Steuerreform wurde durch Sparmaßnahmen gedämpft. Die jüngsten Strukturreformen schaffen zumindest in der kurzen Frist kaum mehr Beschäftigung. Die insgesamt moderaten Nominallohnabschlüsse der letzten Jahre sind wegen fehlender wirtschaftlicher Dynamik und der damit verbundenen verschärften Wettbewerbssituation ins Leere gelaufen. Bei den Arbeitszeitvereinbarungen spielte das Beschäftigungsziel seit Iängerem eine untergeordnete Rolle: Flexibilisierung oder gar Verlängerung der Arbeitszeit führt - zumindest kurzfristig - eher zu weniger als zu mehr Beschäftigung. Mehr denn je sind heute aufeinander abgestimmte Maßnahmen auf der Angebots- und Nachfrageseite ('Policy-Mix') erforderlich. Hierzu bedarf es kreativer Lösungen, Solidaritätsbewusstsein und Kompromissbereitschaft von allen Beteiligten.
