Who are the low-paid?

Following recommendations from the Low Pay Commission, the Government is set to introduce a national minimum wage in April 1999. This article provides the latest ONS estimates of the number of employees earning below the national minimum wage rates in sprong 1998 and provides an indication of the characteristics of low-paid employees and jobs where there is a high incidence of low pay.
