Wie aussagefähig sind internationale Steuerbelastungsvergleiche von Investitionen? Eine Analyse am Beispiel der Studie von Jacobs / Spengel.
Die zwei Ansätze sind konzeptionell gesehen zweckmäßige Berechnungswege,115um ihregesteckten Ziele zu erreichen. Um die Rentabilitätswirkung der Steuersysteme zu messenund zu vergleichen, muß bei dem Ansatz der effektiven Grenzsteuerbelastung auf eineentscheidungsneutrale Bemessungsgrundlage Bezug genommen werden. Jedoch existierendiese nur in modelltheoretischen Ansätzen, wie der von King und Fullerton einer ist. Diesbedeutet, daß nur Musterbeispiele der potentiellen Grenzinvestitionen berechnet werdenkönnen. Die effektiven Grenzsteuerbelastungen liefern keine Anleitung in welchem Land diebeste Investitionsalternative für Investoren besteht. Es geht vielmehr darum, ein Gefühl fürdie Rentabilitätswirkungen zu bekommen, wenn zum Beispiel das Steuerrecht geändertwird.Die Standardabweichung der effektiven Grenzsteuerbelastung zeigt wie falsch dieöffentliche Diskussion über Steueranreize durch Reformen geführt wird. EineSteuersatzsenkung in Verbindung mit der Verbreiterung der Bemessungsgrundlage und Abschaffung der Steuervergünstigungen kann zu einer Verschlechterung der Renditen nachSteuern für Investitionen führen.
