Wie gut eignet sich die Versicherungssteuer als Staatseinnahmenquelle?
Die Arbeit liefert eine ökonomische Analyse zur Effizienzbeurteilung der Versicherungssteuer, wie sie in Deutschland und inzahlreichen EU-Staaten erhoben wird. Neben einer Betrachtung des Versicherungsmarktes und der Rechtfertigungsargumentefür die Versicherungssteuer, konzentriert sich der Hauptteil auf die Frage: Wie wirkt die Versicherungssteuer in fiskalischer,allokativer und distributiver Hinsicht? Hierbei sind sowohl finanztheoretische Aspekte, als auch empirisches Datenmaterialverarbeitet. Abschliessend folgt ein Vergleich der Versicherungssteuer zwischen den EU-Staaten und eine Erörterung derHarmonisierungsproblematik. In einer abschliessenden Beurteilung sind die Ergebnisse zusammengefasst.
