Wie innovationsfähig ist Deutschland? Ein Gesamtindikator zur Messung der Innovationsfähigkeit
Immer wieder wird betont, wie wichtig im internationalen Wettbewerb und bei zunehmender Globalisierung die Innovationsfähigkeit von Volkswirtschaften ist, um sich an die beschleunigten Strukturveränderungen anpassen zu können. Investitionen in Bildung und Humankapital sind entsprechend von der Politik als wichtige Aufgaben zur Sicherung der Zukunftsfähigkeit im Wandel zur Wissensgesellschaft erkannt worden. Die Innovationsfähigkeit einer Volkswirtschaft ist indes ein sehr abstrakter Begriff und nicht direkt beobachtbar. Sie muss mit Hilfe anderer Größen beschrieben und abgebildet werden. Im Folgenden wird zu diesem Zweck ein MIMIC-Modell (Multiple Indicator Multiple Cause) entwickelt, das es erlaubt, die Innovationsfähigkeit einer Volkswirtschaft anhand von Input- und Outputindikatoren empirisch zu operationalisieren und als ein aggregiertes Messkonzept zu verwenden. Auf der Grundlage dieses Ansatzes wird im Folgenden die Innovationsfähigkeit Deutschlands im Vergleich zu anderen Ländern der Europäischen Union aufgezeigt.
