Wird der Eurokurs manipuliert? Der Euro im Spannungsfeld abweichender Ausrichtungen von EZB und Federal Reserve
Der schwache Euro ist nicht Resultat von Währungsmanipulation, sondern Folge der Wirtschaftspolitik im Euroraum, die seit der internationalen Finanzkrise nicht expansiv genug und zeitweise sogar restriktiv war. Während die US-Wirtschaft mittlerweile nahezu voll ausgelastet ist, bleibt die Produktion im Euroraum erheblich unter ihren Möglichkeiten und die Arbeitslosigkeit ist hoch. Vor diesem Hintergrund konnte die US-amerikanische Federal Reserve aus der Nullzinspolitik aussteigen. Die Fed befindet sich in einer Phase moderater geldpolitischer Straffung, die die Europäische Zentralbank (EZB) noch gar nicht in Erwägung ziehen kann. Entsprechend haben die höheren Zinsen und die Erwartung weiter steigender Zinsen in den USA Portfolioumschichtungen zugunsten von US-Anlagen bewirkt und den Außenwert des Euros geschwächt.Wenn es nicht gelingt, bessere Lebensverhältnisse für die Menschen aller Euroländer in Aussicht zu stellen, droht die Währungsunion zu scheitern. Die hohe Arbeitslosigkeit, die wieder steigenden Renditedifferenziale - trotz massiver Staatsanleihenkäufe der EZB - und die hohen Target2-Salden zeigen einen weiterhin dringenden Handlungsbedarf an. Die Vorteile eines gemeinsamen Währungsraums können nur dann voll ausgeschöpft werden, wenn nicht nur die Währung stabil ist, sondern auch die Staatsanleihen als sicher gelten.
