Wirtschaftsförderung durch die Förderung erneuerbarer Energien? Ein empirischer Vergleich des Erneuerbare-Energien-Gesetzes mit der herkömmlichen Wirtschaftsförderung
Die Nutzung von erneuerbaren Energien zur Stromerzeugung hat in den vergangenen Jahren rasant zugenommen. Dennoch ist diese Nutzung in der Regel noch nicht wirtschaftlich und wird daher finanziell gefördert. Die Förderung erfolgt in Deutschland hauptsächlich durch das Erneuerbare-Energien-Gesetz (EEG). Im Zentrum der vorliegenden Analyse steht die Frage, inwieweit das EEG sich auch als ein erfolgreiches Instrument der Wirtschaftsförderung betrachten lässt. Zur Beantwortung dieser Frage werden sowohl für die durch das EEG geförderten Bereiche Windenergie und Photovoltaik als auch für die regionale Wirtschaftsförderung und die Forschungsförderung untersucht, in welcher Höhe die staatliche Unterstützung jeweils zu zusätzlichen privaten Investitionen führt. Die Ergebnisse zeigen, dass der Bereich der Windenergieanlagen etwas besser abschneidet als die herkömmlichen Instrumente der Wirtschaftsförderung, der Bereich der Photovoltaikanlagen hingegen sehr viel schlechter. Bei der Interpretation der Ergebnisse sind allerdings einige Besonderheiten der EEG-Förderung – beispielsweise die über 20 Jahre hinweg garantierte Abnahme des Stroms zu festgelegten Preisen – zu berücksichtigen.
