Wirtschaftsplanung und Kapitalproduktivität in arabischen OPEC-Staaten
Aufgrund der theoretischen Analyse des Zusammenhangs zwischen Ölpreisentwicklung und Strukturwandel wäre zu erwarten, daß der Aufbau landwirtschaftlicher und industrieller Produktionen in den arabischen OPEC-Ländern in Zeiten hoher und bei Erwartung weiter steigender Ölpreise, wie es in den siebziger Jahren zu beobachten war, beeinträchtigt wird. Die in den einzelnen Ländern verfolgte Wirtschaftspolitik mag diese mit dem Ölboom verknüpfte Entwicklung konstatierend hingenommen haben, sie mag aber auch versucht haben, die landwirtschaftliche und industrielle Entwicklung zu beschleunigen. Untersuchungen zur staatlichen Wirtschaftspolitik in hochindustrialisierten Ländern mit Öl- und Gasvorkommen - wie Norwegen und die Niederlande - zeigen, daß in diesen Ländern starke Tendenzen bestanden, mit einem Teil der Einnahmen aus dem Verkauf von Primärenergieträgern jene Bereiche zu subventionieren, deren Produktionsanteile mit der steigenden Bedeutung der Rohstoffe notwendigerweise abnahmen; die Erfahrungen mit der Wirtschaftspolitik zeigen freilich auch, daß sich die erhofften Erfolge durchweg nicht eingestellt haben. Die Subventionierung konnte nicht verhindern, daß Produktion und Beschäftigung im Bereich handelbarer Güter, der Prognose des Ölboommodells entsprechend, schrumpften.
