Wissensbasiertes Kapital in Deutschland: Analyse zu Produktivitäts- und Wachstumseffekten und Erstellung eines Indikatorsystems
Unternehmen in den entwickelten Volkswirtschaften stehen unter großem Wettbewerbs- und Innovationsdruck. Makroökonomische Untersuchungen zeigen, dass Investitionen in sogenanntes wissensbasiertes Kapital (Knowledge Based Capital - KBC) eine wichtige Voraussetzung sind, um diesem Druck standzuhalten. Welche Bedeutung das wissensbasierte Kapital inzwischen gewonnen hat, zeigt sich daran, dass die private deutsche Wirtschaft schätzungsweise ein Zehntel der Wertschöpfung in KBC investiert und damit fast so viel wie in Maschinen, Anlagen und Gebäude. In der vorliegenden Studie werden Produktivitäts- und Wachstumseffekte von wissensbasiertem Kapital auf Basis von Unternehmensdaten für Deutschland analysiert. Dazu werden die Unternehmens- und Betriebsdaten der amtlichen Statistik und der Bundesagentur für Arbeit genutzt. Auf Grund der Datenlage ist die mikroökonometrische Analyse auf die KBC-Elemente Forschung und Entwicklung (FuE), Software, Lizenzen & Patente sowie Organisationskapital beschränkt. Diese machen rund 60 Prozent aller relevanten Investitionen in KBC aus. Nicht berücksichtigt werden können Finanzinnovationen, neue architektonische und technische Designs, Werbung sowie die unternehmensspezifische Aus- und Weiterbildung, die ebenfalls zum KBC zählen. Die Studie unterscheidet sich von bisherigen Untersuchungen erstens dadurch, dass die deskriptiven Auswertungen und die ökonometrischen Analysen separat für jeden zweistelligen Wirtschaftszweig durchgeführt werden. Derartig detaillierte sektorale Betrachtungen liegen für ein westliches Industrieland und im speziellen für Deutschland bisher nicht vor. Zweitens werden sowohl das Organisationskapital als auch Software explizit in den Schätzungen auf Unternehmensebene berücksichtigt. Schließlich wird ein struktureller Ansatz zur Schätzung von Produktionsfunktionen verwendet, der die Schwächen bisheriger Ansätze überwindet und die Analyse der Wirkung der KBC-Elemente auf die Totale Faktorproduktivität (TFP) ermöglicht.
