Wissenschaftliche Beratung der Wirtschaftspolitik - zur Rolle von Think Tanks in der US-amerikanischen Politikberatung
Zusammenfassung Der wissenschaftlichen Beratung der Wirtschaftspolitik wird immer wieder vorgeworfen, daß sie kaum Wirkung entfalte, da die im Sinne ökonomischer Rationalität von den Beratern vorgeschlagenen Reformen als politisch nicht opportun angesehen werden. Wissenschaftliche Beratung der Wirtschaftspolitik kann ihre Einflußpotentiale nur dann optimal nutzen, wenn sie institutionell so ausgestaltet ist, daß die Anreize der beteiligten Akteure in geeigneter Weise berücksichtigt werden. Um dies zu gewährleisten, sollte explizit zwischen der öffentlichkeitsbezogenen Politikberatung und der Politikerberatung unterschieden werden. Vergleicht man die bundesdeutsche Beratungslandschaft mit der US-amerikanischen, so fallt auf, daß ein großer Teil der wissenschaftlichen Beratung der Wirtschaftspolitik in den USA durch unabhängige, privat finanzierte Forschungsinstitute, sogenannte Think Tanks, erfolgt. Diese verfolgen eine stark öffentlichkeitsorientierte Strategie, indem sie versuchen, mit ihren Beratungsvorschlägen in den Medien präsent zu sein und wichtige Einflußträger von ihren Ideen zu überzeugen. Im Gegensatz dazu dominieren in der Bundesrepublik Deutschland große staatlich finanzierte Forschungsinstitute, die zu einem großen Teil Auftragsforschung durchfuhren. Eine aktive Beratung der Öffentlichkeit über mittel- bis langfristige politische Handlungsoptionen findet dagegen kaum statt. Ein Ansatzpunkt für mögliche Reformen der deutschen wissenschaftlichen Beratung der Wirtschaftspolitik liegt darin, den Beratungsmarkt stärker wettbewerblich zu organisieren. Dazu wäre es unter anderem nötig, Anreize für ein vermehrtes privates Engagement bei der Finanzierung der Beratung zu schaffen.
