Woher sollen welche Immigranten kommen?
Die jüngste Bevölkerungsprognose geht von einer Zuwanderung von 1½ Mio. Menschen bis 2050 aus, ohne diese Annahme theoretisch oder empirisch ausreichend zu begründen. Die vorliegende Arbeit untersucht die von der Theorie herausgearbeiteten Migrationsmotive, und zeichnet auf dieser Basis die Immigration nach Österreich nach, die in den letzten 45 Jahren stark schwankte. Es zeigt sich, dass die Netto-Zuwanderung der Einwohner des ehemaligen Jugoslawien, der Türken und Polen zuletzt stark rückläufig war, wogegen die Zuwanderung aus Deutschland stark zunahm. Berücksichtigt man, dass die Zuwanderungsbedingungen nach Österreich in letzter Zeit erheblich verschärft wurden, die Bevölkerung des Balkan rasch altert, und die Zuwanderung aus Deutschland wohl eher temporär ist, müsste eine Zuwanderung im prognostizierten Ausmaß sehr genau begründet werden. Ein Argument könnte der Bedarf an Arbeitskräften infolge Alterung sein. Diesbezüglich ist allerdings zu bedenken, dass die Anwerbung von Fachkräften schon in der Vergangenheit in Österreich wie in Deutschland auf erhebliche Schwierigkeiten stieß, und unqualifizierte Kräfte dem Bedarf nur beschränkt entsprechen. Die Studie empfiehlt, der Migrationsprognose künftig erheblich mehr Aufmerksamkeit zu schenken, und anstelle von Extrapolationen und rein technischen bestimmten Varianten ökonomisch und politisch begründete Szenarien zu erarbeiten.
