Women's Political Empowerment in Post-War Sierra Leone : A Critical Assessment
For 11 years (1991-2002), Sierra Leone underwent a very brutal civil war that totally destroyed the country with thousands being killed, maimed and/or displaced. Women and girls were deliberate targets for gender-based violence during the war. The TRC that was set up after the war to investigate the causes reported in 2004 that among the causes was a) the demise of local government resulting from the total exclusion of the Provinces from the centralized political power in Freetown, and b) the exclusion of women from the structures of government and meaningful participation in decision-making and policy formulation. The Commission therefore recommended a 30% increase in political representation of women at the national, district and local levels of government as well as for the government to ensure that there are more young women in positions of leadership while working toward achieving a 50/50 gender parity in representative politics within 10 years (i.e. by 2014). This paper will critically assess the extent to which political participation and access to power for women, especially in the Provinces, has increased since the end of the civil war, pointing out notable achievements as well as on-going challenges and obstacles to women’s empowerment and overall development
