Ziel "Vollbeschäftigung" : erreichbar oder eine Illusion?

Die Ankündigung im Wahlprogramm der CDU, die Arbeitslosigkeit weiter reduzieren zu wollen, um bis zum Jahr 2025 Vollbeschäftigung in Deutschland zu erreichen, hat die Diskussion um dieses Thema wieder belebt. Was ist unter »Vollbeschäftigung« zu verstehen, und kann und sollte dieses Ziel erreicht werden? Enzo Weber, Institut für Arbeitsmarkt- und Berufsforschung, Nürnberg, und Universität Regensburg, erklärt, dass Vollbeschäftigung dann erreicht ist, wenn alle Menschen, die Arbeit aufnehmen können und wollen, auch Arbeit bekommen, wobei »bekommen« nicht bedeutet, zu jedem Zeitpunkt auch »haben«. Denn zu Arbeitslosigkeit könne es kommen, wenn ein Beschäftigungsverhältnis endet oder Menschen aus dem Bildungssystem, dem Ausland oder aus Nichterwerbstätigkeit neu in den Arbeitsmarkt eintreten. Auch da Arbeitsuchende nicht alle Informationen über den Arbeitsmarkt zur Verfügung haben, werde meist eine gewisse Zeit benötigt, um eine neue Stelle zu finden. Es sei kein angemessenes Ziel, Sucharbeitslosigkeit um jeden Preis zu minimieren. Ein gewisses Maß an Arbeitslosigkeit sei mit Vollbeschäftigung vereinbar, über die Höhe gebe es aber keine Übereinkunft. Auch sei eine Arbeitslosigkeit von 2 bis 3% derzeit nur ein Fernziel. Aber Vollbeschäftigung als Perspektive müsse keine Utopie bleiben. Auch Holger Schäfer und Jörg Schmidt, Institut der deutschen Wirtschaft Köln, weisen darauf hin, dass weder »Vollbeschäftigung« noch »Arbeitslosigkeit« eindeutig definiert seien. Bei der Betrachtung des Arbeitsmarkts in Deutschland werde außerdem schnell klar, dass ein qualifikatorischer Mismatch zwischen Angebot und Nachfrage die größte Herausforderung sei. Dies betreffe vor allem das Segment der Personen ohne Berufsausbildung. Es erscheine naheliegend, diesen Mismatch durch entsprechende Qualifizierungsanstrengungen zu mindern. Die Chancen dafür seien nicht schlecht.
