Ziele verfehlt : eine Analyse der neuen Grundrente

Die Grundrente ist zum 1. Januar 2021 in Kraft getreten. Sie wurde mit dem Anspruch beworben, Altersarmut zu vermeiden und durch ihr kompliziertes Design besonders zielgenau zu sein. Wir untersuchen mit Hilfe der SHARE-RV-Daten, ob die Grundrente diesen Anspruch auch tatsächlich erfüllt. Dies ist nicht der Fall. Die Zielgenauigkeit der Grundrente ist in beiden sozialpolitisch relevanten Richtungen schwach: Einerseits haben 75,9% der Rentner*innen, die im Sinne des neuen Gesetzes als arm gelten, keinen Anspruch auf Grundrente. Auf der anderen Seite gehören 21% der Anspruchsberechtigten zur vermögensreicheren Hälfte der deutschen Rentner*innen. Unser Fazit ist daher, dass die Grundrente doppelt ungerecht ist: Das neue Gesetz erreicht zu wenige der Personen, die tatsächlich Unterstützung benötigen, und gewährt zu vielen Personen Leistungen, die keine Hilfe brauchen.
