Zirkuläre Migration in die Gemüsebaugebiete Österreichs
Das Thema der Diplomarbeit aus dem Fachbereich Bevölkerungsgeographie ist an der Schnittstelle von zirkulärer Arbeitsmigration bzw. grenzüberschreitender Mobilität und einer Nachfrage nach Arbeitskräften in der Landwirtschaft angesiedelt. Am Beispiel der Produktion von handarbeitsintensiven Feldfrüchten wird das über nationalstaatliche Grenzen hinweg stattfindende Zusammenwirken von gesellschaftlichen, wirtschaftlichen und politisch-rechtlichen Konstellationen betrachtet. Dazu wird unter anderem auf die Theorie des dualen Arbeitsmarktes Bezug genommen. Die Arbeitsplätze in diesem Produktionssektor sind dem sekundären Arbeitsmarktsegment zuzuordnen. Das bedeutet, dass die Beschäftigungskonditionen vergleichsweise unattraktiv und die Arbeitskräfte weitgehend austauschbar sind, da für die Ausführung der beruflichen Tätigkeiten kaum Humankapital erforderlich ist. Die Saisonalität der Produktion und damit ein schwankender Arbeitskräftebedarf ist in der Landwirtschaft Teil dieser relativ schlechten Arbeitsbedingungen, vergleichbar den konjunkturellen Zyklen im sekundären Wirtschaftssektor. Die empirisch feststellbare Tendenz zu zirkulären Migrationsmustern vor allem im Bereich der Ost-West-Wanderung und ein offenbar bestehendes Interesse an der temporären Beschäftigung von Seiten der MigrantInnen kommt den UnternehmerInnen angesichts des kaum noch vorhandenen Potentials von einheimischen Arbeitskräften entgegen und wird von ihnen auch genutzt. Das zeigt eine stetige Zunahme dieser Beschäftigungsverhältnisse in Österreich innerhalb der letzten zwei bis drei Jahrzehnte. Weil die Beschäftigung von ausländischen SaisonarbeiterInnen als weitgehend komplementär zu dem Angebot auf dem heimischen Arbeitsmarkt angesehen werden kann und eine temporäre und kontrollierte Arbeitswanderung grundsätzlich auch im politischen Interesse der Zielländer ist, wurden in Österreich wie auch in anderen europäischen Staaten rechtliche Regelungen geschaffen, die genau diese Möglichkeit vorsehen. 152 Die Arbeit beinhaltet darüber hinaus eine qualitative Studie am Beispiel von vier Betrieben in der Gemüsebauregion Marchfeld. Darin werden die konkreten Entwicklungen beschrieben, die zur Herausbildung eines transnationalen sekundären Arbeitsmarktes im Rahmen der landwirtschaftlichen Produktion geführt haben. Weitere Themen sind die Bedeutsamkeit der erfolgreichen betrieblichen Spezialisierung mit Hilfe der ausländischen ArbeitnehmerInnen vor dem Hintergrund des landwirtschaftlichen Strukturwandels, ein in zunehmendem Maße über Lohnkosten geführter internationaler Verdrängungswettbewerb, das Problem der Informalität von Beschäftigungsverhältnissen sowie spezifische Charakteristika der HilfsarbeiterInnen im Marchfeld. Abgerundet wird die Arbeit von einem historischen Rückblick auf die Saisonarbeitswanderung in der europäischen Landwirtschaft, einer Überblicksdarstellung zu den unterschiedlichen räumlichen Einzugsbereichen der österreichischen Gemüsebauregionen und einer zusammenfassenden Diskussion verschiedener Lösungsansätze unter scheinbar zunehmend schwierigeren Rahmenbedingungen für die Branche.
