Zum "Bericht zur Wirtschafts- und Währungsunion in der Europäischen Gemeinschaft" des "Ausschusses zur Prüfung der Wirtschafts- und Währungsunion"
Zum Bericht zur Wirtschafts- und Währungsunion in der Europäischen Gemeinschaft Der Beitrag setzt sich kritisch mit den zentralen Ergebnissen des "Delors-Berichts" auseinander. Die Experten begründen die Notwendigkeit, bereits vom 1. Juli 1990 an eine engere geld- und fiskalpolitische Koordinierung zu betreiben (Stufe I), mit der für diesen Zeitpunkt geplanten Liberalisierung der Finanzmärkte in den großen EGLändern. Dieser Position wird entgegengehalten, daß das EWS auch bei freiem Kapitalverkehr eine effiziente geldpolitische Koordination bewirken kann. Für die Geldpolitik stellt sich in dieser Stufe das Problem eines Nebeneinander von direkter Koordinierung (durch den Gouverneursrat) und indirekter Koordinierung (EWS-Mechanismen bei Stabilitätsführung der Bundesbank), das zu Lasten der Geldwertstabilität in Europa gehen kann. In der Stufe II wird der Gouverneursrat durch ein Europäisches System der Zentralbanken ersetzt, das über den vollen institutionellen Aufbau des Endzustands verfügt; die geldpolitischen Kompetenzen sollen in dieser Phase von den nationalen Institutionen auf die Gemeinschaftsebene übertragen werden. Der Bericht ist in diesem wichtigen Punkt ausgesprochen wenig konkret, was seine Eignung als Integrationsfahrplan erheblich beeinträchtigt. Der Endzustand der Wirtschafts- und Währungsunion entspricht für den Teilbereich der Währungsunion uneingeschränkt den vor allem in der Bundesrepublik entwickelten Vorstellungen (Unabhängigkeit, Verpflichtung auf Geldwertstabilität, föderativer Aufbau). Die Vorstellungen zur Wirtschaftsunion (verbindliche Vorgaben für die nationalen Haushaltsdefizite durch den EG-Ministerrat) gehen demgegenüber weit über das erforderliche Maß hinaus. Sie schaffen die Basis für ein europäisches "demand management" durch eine Institution, die keiner parlamentarischer Kontrolle unterliegt.
