Zur Koordinierung finanzpolitischer Konjunkturimpulse
Derzeit wird vermehrt die Idee vertreten, dass die Ausrichtung der Finanzpolitik im Euroraum insgesamt ("Euro area fiscal stance") eine bedeutsame wirtschaftspolitische Zielgröße sei und dass diese zur makroökonomischen Situation im gesamten Euroraum "passen" sollte. Beispielsweise veröffentlicht die Europäische Kommission im Rahmen des Europäischen Semesters seit Kurzem wirtschaftspolitische Empfehlungen für den Euroraum insgesamt und diskutiert, inwieweit die finanzpolitische Ausrichtung für den Euroraum insgesamt "angemessen" ist. In jüngster Zeit werden daher beispielsweise höhere öffentliche Ausgaben des deutschen Staates gefordert und auch damit begründet, dass durch Übertragungseffekte die Konjunktur des übrigen Euroraums gestärkt werden könne. Zusätzliche Ausgaben in Deutschland sollen demnach ausgleichen, dass andere Länder mit angespannterer Haushaltslage selbst keine hinreichend expansive Fiskalpolitik betreiben können bzw. sollen.
