English Abstract: The work refers to the field of economic measurements of the value of property rights and the right to claim them, which are carried out by methods of independent expert assessment. The methodological grounds and analysis of the legislative and regulatory framework for the performance of economic measurements of the value of property rights for apartments in unfinished buildings are considered. The purpose of the article is to consider the methodology of independent assessment of property rights to unfinished residential real estate objects; analysis of theoretical principles, algorithms and methods of determining the value of the right to demand the transfer of these property rights; presentation of the method's algorithm and an example of its approbation. The final goal of the study is to develop and formulate practical recommendations aimed at increasing the accuracy and reducing the degree of uncertainty of the results of assessment works
