Bürgerversicherung und Pauschalprämie – Stellungnahme zu den gesundheitspolitischen Empfehlungen der „Rürup-Kommission“
Der Bericht der Regierungskommission für die Nachhaltigkeit in der Finanzierung der Sozialen Sicherungssysteme ("Rürup-Kommission") stellt zwei Modelle zur Finanzierung der Krankenversicherung gegenüber: die sog. Bürgerversicherung und das Modell der pauschalen Gesundheitsprämien mit staatlichen Transferzahlungen. Das Modell der Bürgerversicherung sieht prinzipiell vor, dass sich alle Bürger in der gesetzlichen Krankenversicherung im Rahmen einer Grundsicherung pflichtversichern müssen. Die Bemessungsgrundlage stellen Arbeitseinkommen und Einkommen aus Vermögen dar. Privaten Versicherungen bleibt nur die Möglichkeit, über die Grundversicherung hinausgehende Risiken zu versichern. Im Modell der Pauschalprämie zahlt jeder gesetzlich Versicherte den gleichen Betrag, und die bisher im System integrierte Umverteilungsfunktion wird durch ein staatliches Transfersystem übernommen.
